The Americans with Disabilities Act of 1990 (ADA) is a wide-ranging civil rights law that prohibits discrimination based on disability. A major part of the legislation deals with accessibility to public and commercial facilities. In other words, public or private buildings must make themselves accessible to people with disabilities or find themselves in violation of the law.

Jack Gillrup recently retired from his position as Chief of the Disabled Services Division and the ADA Coordinator for the City of Jacksonville. Jack has cerebral palsy, so he understands the difficulties facing people with disabilities. He has spent the last 45 years serving people with disabilities and has presided ADA Standards involving over a billion dollars worth of construction for the nation's largest (in square miles) city. He has literally inspected thousands of business and governmental worksites to improve access for people with disabilities.  He is presently consulting for the city of Jacksonville as they plan for a new $400 million Duval County courthouse (To be completed by 2011).
